In this sixth volume of the Tropenbos Kalimantan Series, de Jong addresses two assumptions that are often central in debates on forest management and conservation. The first concerns the importance of natural resources among rural dwellers, and the impact that logging and expansion of agriculture may have on people dependent on these resources. Mondeo, Vectra battle

Ford's Mondeo is struggling to win back its crown as king of Europe's upper-medium segment. Despite heavy incentives and product upgrades, the segment's class leader now trails GM's new Opel/Vauxhall Vectra. The Vectra, which debuted in autumn 1995, sold 221,121 units in the first seven months of 1996. The Mondeo sold 192,128 units.

* In a reversal of roles, the new Ford Mondeo was comfortably ahead of the aging Opel/Vauxhall Vectra in the January to July 2001 sales period. The Mondeo sold 183,897 units; the Vectra sold 118,086. But the No. 1 seller was the VW Passat, with 202,405 units. A new Vectra is due in spring 2002.

Scorpio struggles

With a simplified lineup, enhanced specifications and a new engine, Ford is aiming to boost the appeal of its Scorpio executive sedan. In the two years since its introduction, the Scorpio has only had modest success in the middle executive sector, ranking seventh in 1995 below such models as the Mercedes-Benz E-class, GM Omega and BMW 5 series.

* Ford failed to boost the Scorpio's appeal and the model went out of production in July 1998.

Problems at NedCar

The NedCar plant in Born, the Netherlands, lost about 5,000 units of the Volvo S40/V40 because of a sluggish production launch at the beginning of the year. NedCar Production Control General Manager Robert Jans said the problems were caused because the new work force required more training and experience than anticipated.

* NedCar will stop producing the S40/V40 in 2004. Volvo has decided to build their successors in Ghent, Belgium.

Freelander on a high

Land Rover's entry-level sport-utility, code-named CB40, will be launched in Europe in November 1997 as the Highlander.

* Land Rover's new sport-utility was unveiled as the Freelander at the September 1997 Frankfurt auto show. It was launched in the UK in January 1998, and in Germany the following month. The Freelander quickly established itself as Europe's top-selling small sport-utility, and will get a long-awaited US introduction this October.

ROBERTS'S TESTIMONY ALARMS CONSERVATIVES

WASHINGTON -Supreme Court nominee John G. Roberts Jr.'stestimony about the existence of a right to privacy, the importanceof respecting precedent, and the need for the Constitution to adaptto changing conditions has alarmed some rank-and-file conservatives,who are filling up Internet message boards with predictions thatRoberts may turn out to be a moderate justice.

Many say they believe that Roberts's answers have shown him to beto the left of Justices Antonin Scalia and Clarence Thomas, whomPresident Bush promised to use as models in selecting new justices.Some compare Roberts to David Souter and Anthony Kennedy Republicanappointees who proved to be moderates who supported abortion rights.

One writer on the conservative FreeRepublic.org site wrote thatyesterday's questioning by Senator Joseph R. Biden Jr., Democrat ofDelaware, had "exposed Roberts" as a moderate.

"Biden gave Roberts every opportunity to even minimally associatehimself with Scalia and Thomas, and he ran away from them like he wasrunning from a burning building not a good sign," the post said.

Bush chose Roberts, a highly respected lawyer with a shortjudicial tenure, over conservative judges with longer track recordson issues of importance to conservatives. Still, almost allconservative judicial groups endorsed Roberts, recognizing that hislack of a long judicial record made him less susceptible to liberalattacks.

But the first three days of Roberts's confirmation hearings,during which the nominee has taken pains to portray himself as acautious moderate, sparked concerns among grass-roots conservativesthat Roberts may join a long line of Republican Supreme Courtappointees who proved to be more liberal on the bench than thepresidents who chose them.

Some leaders of groups involved in the well-organized conservativecoalition backing Roberts's confirmation conceded that they, too,have heard from some grass-roots members expressing concern about thenominee's testimony.

"There were a few fires . . . that had to be put out yesterday,"said Manuel Miranda, who leads a daily conference call forconservative group leaders around the country.

The chief complaints, Miranda said, were from antiabortionactivists. They were concerned by Roberts's comments Tuesdayacknowledging a constitutional right to privacy, the basis for 1973'sRoe v. Wade decision recognizing a right to an abortion, as well ashis commitment to respect legal precedents. In particular, a numberof conservatives expressed outrage after Roberts said he agreed withSupreme Court cases from the 1960s that struck down laws prohibitingcontraception, which paved the way for Roe v. Wade.

After his testimony, conservative message boards lighted up withincredulous responses especially after leaders of the Christianorganization Family Research Council put out a statement praisingRoberts's testimony and pronouncing themselves "pleased" that heresisted calls to say how he would rule if Roe came up again.

"Pleased???" one writer on ConfirmThem.com said. "My gawd, run,don't walk away from this nominee! It's like Charlie Brown having thefootball taken away by Lucy, the rank-and-file supporters of Bush andtrusting in his picks, are being fooled once again."

But some conservative leaders said they believe Roberts is givinglawyerly responses to get through the confirmation process and willultimately be conservative.

"Judge Roberts is saying what I think everybody would haveexpected him to say in these areas," said Leonard A. Leo, executivevice president of the conservative Federalist Society. "When hetalked about precedents, he said, of course, all decisions from thecourt are entitled to respect, and you do have to consider whether itwould jolt the legal system. But he also said sometimes you have tojolt the legal system."

Leo noted that Thomas also testified in confirmation hearings thathe agreed with the Supreme Court opinions striking down bans oncontraception. Yet once Thomas was on the court, he voted to overruleRoe v. Wade.

Other conservative leaders also expressed cautious optimism aboutRoberts. In an e-mail to followers, conservative leader Gary Bauersaid some of Roberts's answers were not pleasing, but expressed hopethat the nominee would be more conservative.

"The judge is following the script laid out for him by the WhiteHouse, so many of his answers today were less than satisfying," Bauerwrote. "But a careful reading of the transcript shows he committed tonothing once he is on the court. We are left with what we always had a hope and an expectation, based on the totality of his record, thatif confirmed he will be part of a new conservative majority."

Still, in response to reassurances from Miranda, Bauer, andothers, many rank-and-file conservatives accused the leaders of beingin denial.

Yesterday, one Internet writer said: "Such nonspecific praises aremeaningless. `Roberts is GREAT!' is not a response to the seriousconcerns that have been raised by conservatives about the nominee. .. . Roberts's testimony contradicts most of the prehearing argumentshis supporters used."

The writer contended that, in his testimony, Roberts had distancedhimself from some of the conservative views expressed in his memoswhile serving in the Reagan administration; said his devoutCatholicism would not influence his rulings; remarked that someprecedents should be respected even if they were decided wrongly; anddefended his role in a gay-rights case a decade ago.

Yesterday, message boards lighted up again after Roberts testifiedthat he believed the founding fathers intended the Constitution "toapply to changing conditions . . . down through the ages" suggestinghe disagrees with conservatives who maintain that the Constitutionshould not be reinterpreted based on changing times.

Message-board writers pounced on that statement, saying Robertshad positioned himself to the left of strict "originalists," such asThomas and Scalia.

But Richard Fallon, a professor at Harvard Law School whoidentifies himself as a liberal, said the rank-and-file conservativesmay be succumbing to paranoia.

"Even the purest originalists on the Supreme Court recognize thatthere are exceptions," Fallon said. "So when somebody like Robertssays there are exceptions and some room for evolutionaryunderstanding, he's not necessarily saying anything more than Scaliaor Thomas would say."

Town of Knightsen's only website goes dark

KNIGHTSEN -- The only website dedicated to the community ofKnightsen has gone dark. Knightsen.net is no more, following thetown advisory council's recent decision to discontinue allaffiliation with the site, operated since the mid-1990s by a formercouncil member.

Although the vote was unanimous, the five members on the councilhad differing reasons for their votes.

Former advisory council member John Gonzales created and ranKnightsen.net. Through the site he interacted with people interestedin local real estate and schools, and answered questions about townhistory. The site also had links to every government agency andelected politician connected to the 1,100-resident community.

Gonzales quit the council in 2008, but continued to maintain thesite for the council, which had more than 6,000 hits over a 12-month period between 2009 and 2010, he said.

"That's pretty good for a community of our size," he said.

In 2010, several members of the advisory council left and werenot replaced. Eventually county supervisors voted to hand overcouncil duties to the Knightsen Community Services District board,which now meets separately as the town council.

In the seven months the council did not meet, the website billcontinued to increase.

Gonzales said as of Dec. 1, KTAC owes about $160 to pay thewebsite's hosting company for last year's bill.

He said he has sent several letters to Supervisor Mary Piepho'soffice and to KTAC Chairwoman Linda Weekes informing them that thebill was past due and needed to be paid. Gonzales has been receivingdelinquency bills for KTAC's website and has been forwarding thosebills to both Peipho and Weekes for more than a year, he said.

Piepho said the county has no intention of paying the billbecause she says there was never any formal contract. Gonzales couldhave shut the site down at any time, she said.

"The website wasn't set up by a government agency," she said. "Itwas set up by an individual. It's never been a CSD or (KnightsenTown Advisory Council) account."

Knightsen Community Service District board member Mike Walko saidhe had never used the website and did not think it was important tothe community.

"I didn't even realize it existed until the issue of the billcame up," he said. "The bill came due and we decided, 'Why keepusing it if we're not getting any use of it?' "

Weekes said she had asked Gonzales for more than a year to postadvisory council agendas and other notices on the site, a claim thatGonzales denies.

Instead of focusing on posting meeting documents, Gonzalesconcentrated on the historical pages, she said.

"It had stuff on there that was not pertinent to the communityservice district," Weekes said. "We don't have the time to delveinto that (historical material)."

Piepho agreed with Weekes and added that no government officialhad access to the website after Gonzales left the advisorycommittee. Gonzales, however, said he gave Weekes access to thesite.

Service district board member Al Simas said the district did nothave the resources available to maintain a website, which many inthe community would never use.

"I don't know how many people read it here," he said. "A lot ofpeople here aren't Internet-literate, myself included."

While Simas said putting Knightsen's historical blueprint onlinewas not the district's responsibility, Gonzales was welcome to runKnightsen.net privately.

"John has always done a good job with the historical-typeissues," Simas said. "Without him a lot of the history might beforgotten."

But, as KTAC continues to own the domain name, knightsen.net, forthe next three years, Gonzales says he could not legally continuethe website on his own.

Community service district board member Jan Brown said the boardwill consider other options about having an online presence.

"We'll probably get a Facebook page just like everyone else," shesaid.

Distributor to small grows in stature

PC Richard & Son might want to look out. Best Buy, take note.

Intercounty Appliance Corp., a buying cooperative that helps mom-and-pop merchants compete with the big boys, just grew its space bynearly 40 percent.

The 52-year-old business - a Costco of sorts for indy retailers -left 180,000 square feet in Commack for 250,000 square feet just offCounty Road 101 in Medford. (The space has potential of 300,000square feet.)

But don't break out the calculator just yet: Intercounty alsoracked up height with its new space. Previously, its ceilings were28 feet high. Now, they soar 32 feet, adding thousands of cubicfeet, said Rich Woolfson, Intercounty's executive director.

That should help the 94 members - with 110 stores stretchingfrom Virginia to Boston - that tap Intercounty's services. Thecompany, started by dealers who grouped purchases to get bettertruckload allowances, is now one of five such operations across theNortheast.

Intercounty stocks 4,500 products ranging from can openers to a71-inch television. Business is booming, thanks to an explosion inthe popularity of high definition television and stainless steelappliances. Stainless, Woolfson explained, is a new color.

We try to be the one-stop shop for our 94 members, Woolfson said.

That's helped revenue. In 2005, revenue was $222 million, up 7.8percent from $206 million in 2004.

The move to an estimated $18-million site should eventually add160 new jobs to the current roster of more than 70 staffers, notincluding subcontractors.

Adding manpower and being located in an Empire Zone will helpIntercounty receive tax advantages said to be worth about $1million.

Last-minute change

A&G Heat Sealing Corp.'s George Ciunga was pondering retirement.

He even contracted to sell his 12,000-square-foot building at 205Marcus Blvd. in Hauppauge to Mobileistic Inc., a wholesaler of cellphone and wireless communication equipment.

But, in the middle of the deal, A&G's business surged.

Ciunga decided to stay in business and rent space, said Daniel T.Gazzola, the Newmark Knight Frank broker who worked with colleagueChuck Tabone to represent A&G and Mobileistic.

Ciunga, who hadn't paid rent in two decades, experienced stickershock, Gazzola said.

And there was a time limit - Mobileistic had a firm closing date.

We looked at every building for sale in his size range andgeographic area in a whirlwind 45 days, Gazzola said.

Success came at 10 Colt Court in Ronkonkoma.

This is where the deal gets even more complicated. A&G inked acontract to buy the 12,400 Colt Court space and moved inimmediately. It then leased half of the building back to seller Car-Lin Holdings, a graphic printer. The two will share the space forabout five years.

Luckily, all went well, Gazzola said, And all parties arepleased.

A new record

For the first time, Ted Weiss' 366,000-square-foot Huntingtonportfolio is 100-percent full.

It's unusual, but it's great, said Weiss, president of T. WeissRealty Corp.

At 105 Maxess Road, several tenants leased space in TotusBusiness Centers. The concept, instant office suites available foras little as a day, now houses National City Mortgage, part ofNational City Corp., which leased six offices. People's Choice HomeLoan took four and Nautilus Consulting LLC, a construction adviseryfirm, leased two. Finally, FuelCell Energy Inc. took a single unit.

The complete occupancy, Weiss said, shows that the new projectthat is under construction is perfectly timed.

By that he means Melville Corporate Center III, 118,000 squarefeet set to open just off the Long Island Expressway in October.

Law giant Rivkin Radler is considering relocating from RecksonPlaza in Uniondale. Other law firms, a national insurance companyand a technology firm are eyeing the space, according to Weiss.

WWW clicks new space

Hamptons.com, an online entertainment and lifestyle magazine thatclaims to be viewed by more than 400,000 people monthly, moved intonew editorial headquarters at 38 Main St. in Southampton.

The 1,250-square-foot office is in a former Masonic buildingdating back to the mid-1800s. The space Hamptons.com uses housed alingerie store for four decades, a spokesman said.

Inspired by Good Morning America, passers-by can peer through anoversized window and watch Hamptons.com staffers conduct Internet-based interviews.

SA: Plan to rescue canoeists from Lake Eyre today

ADELAIDE, April 12 AAP - Police will head for Lake Eyre in South Australia's far north
today to rescue two canoeists.

The two men had planned to spend a week on the lake but struck trouble yesterday when
water levels dropped.

Police said the pair initially tried to walk to safety but abandoned the attempt due
to thick mud hampering their movement.

Last night they headed back to the edge of the lake to allow a plane to pinpoint their position.

This morning police headed to an outback station about 160km south-east of Oodnadatta
and from there planned to make their way to the lake to bring the men out.

They were reported to be in good condition with ample supplies of food and water.

Economists say the government blew $3.5 billion of taxpayers' money in the last five
weeks in a move which could put more pressure on interest rates.

In recent weeks, the government has announced a $1.5 billion boost to its Medicare
package and $200 million more for universities in a bid to get controversial reforms through
the Senate.

Access Economics says the big-spending government is not helping interest rates.

Other spending includes a boost to tourism, new childcare places, aid for the Solomon
Islands and a continued military presence in Iraq.

Australia's four biggest banks have announced they will pass on in full the second
quarter of a percentage point interest rate rise declared by the Reserve Bank this week.

Dateline: HONG KONGThe Hong Kong security chief insisted Tuesday that a planned anti-subversion law poses no threats to the territory's Roman Catholic Church, as some have feared.

The church leader, Bishop Joseph Zen, recently expressed worries that the law will hinder contacts between Hong Kong Catholics and their counterparts in the mainland, some of whom worship in an officially sanctioned church that does not report to the Vatican. Other mainland Catholics worship in underground congregations loyal to the Vatican.

During a question-and-answer session Tuesday about the anti-subversion bill, lawmaker Abraham Shek asked Secretary for Security Regina Ip whether the Hong Kong church could be outlawed if Beijing were ever to ban the mainland's underground church over national security concerns.

"I think this is impossible," Ip said.

Ip said the Hong Kong church would not be threatened, because it is subordinate to the Vatican, not to the underground church in China. The anti-subversion bill would allow Hong Kong to ban groups here that are subordinate to groups banned in China on national security grounds.

A U.S. human rights group charged Tuesday that the planned law will erode Hong Kong's freedoms and urged lawmakers to reject it.

"The clock is ticking on civil liberties in Hong Kong," said Brad Adams, executive director of Human Rights Watch's Asia division.

The anti-subversion measure has come under fierce attack from rights groups, pro-democracy lawmakers and others since officials began work on it last year.

But Hong Kong's government has solid support from pro-Beijing and pro-business allies in the Legislative Council so the bill appears headed for certain passage in the next few months.

Human Rights Watch said the bill as currently written would "introduce Chinese legal standards through the back door and could forever erode the civil liberties" that distinguish Hong Kong from mainland China.

Hong Kong's government says the law is needed to protect national security and officials have repeatedly disputed suggestions that Hong Kong's freedoms are under threat.

Since Hong Kong's return to Chinese sovereignty in 1997, it has been governed under a so-called "one country, two systems" arrangement that guarantees considerable local autonomy and civil liberties, including freedoms of speech, press and religion. Officials say those are untouchable.

But Hong Kong also has been constitutionally required to outlaw subversion, sedition, treason, secession and other crimes against the state. The planned legislation has stirred up one of the territory's biggest political fights since the hand-over.

Human Rights Watch said similar subversion laws in mainland China are regularly used to convict and imprison journalists, labor activists, Internet entrepreneurs and academics.

Concerns have been raised that the law will be used to target the Falun Gong meditation sect, which is outlawed as an "evil cult" in China but thus far remains legal in Hong Kong. The Hong Kong government has insisted it has no plans to go after Falun Gong.

The survey -- conducted late last year by the Mt Eliza Business School -- shows thework-life balance has become the most important priority for senior managers.

More than 500 Australian and New Zealand managers were quizzed for the survey.

Mt Eliza Business School spokeswoman KAREN MORLEY says managers of all ages rated theissue as their top leadership challenge for the future.

Dr MORLEY says managers have been working longer hours and putting off tasks, suchas managing their own careers, for the sake of the organisation.

A survey conducted by the ACTU last year found workers were just as fed up with longworking hours as managers.

MELBOURNE, Dec 17 AAP - Some confusion remains about the rules governing squad changesduring cricket's World Cup.

Australian cricket suddenly has great interest in those rules, after Shane Warne'sshoulder dislocation last Sunday night.

The International Cricket Council confirmed overnight that Australia could pick Warnein its final squad of 15, but replace him even during the tournament.

The next question is to whether Australia could go outside the initial squad of 30,named at the start of this month, if it had to replace Warne.

Fellow leg-spinner Stuart MacGill and Test captain Steve Waugh are among those whodid not make the 30-man squad.

"Our understanding is there's flexibility in that, certainly there was flexibilityin that (at) the previous World Cup and we don't see that's changed," said ACB chief executiveJames Sutherland.

"I don't think it's entirely clear, all of those little issues."

But the good news for the Australian selectors is they can pick Warne and even resthim during the early stages of the Cup tournament, which starts next February.

That will give Warne as much time as possible to return to full fitness.

"The allowance within that, with injuries, is that a player can pull out at any stageafter December 31, even after the tournament has started," Sutherland said.

"They can be replaced, subject to confirmation by medical authorities that it's a genuineinjury."

RAMOS faces 17 charges including kidnapping, making a ransom demand, and making a threat to kill.

The toddler was released at a Fitzroy service station that night.

PERTH, April 1 AAP - The building industry royal commission will resume tomorrow, afteran eventful week in which a senior unionist was charged with using standover tactics toforce workers to join the CFMEU.

Commissioner Terence Cole QC is conducting Perth hearings of the royal commission intoalleged intimidatory tactics within the building and construction industry.

Last Thursday, before the commission stopped proceedings for Easter, Construction ForestryMining and Energy Union WA assistant secretary Joe McDonald was charged by the West Australiangovernment with using standover tactics to force workers to join the union.

The charge relates to a threatened strike on a refurbishment project at the WACA -which the commission was told had put in jeopardy the second Ashes Test to be played therein November.

Mr McDonald had told the commission he would do everything in his power to ensure everybuilding and construction worker in Perth's CBD became a member of the CFMEU, includingcalling a strike at the WACA project unless non-union members joined up.

The charge was prepared by the WA Department of Consumer and Employment Protection'sBuilding Industry and Special Projects Inspectorate (BISPI), and issued separately fromthe commission.

It relates to contravening the freedom of association provisions of the WA IndustrialRelations Act 1979.

The serving of the summons on Mr McDonald came just three days after Mr Cole threatenedthe union official with jail for refusing several times to answer questions in the commission.

When the royal commission resumes tomorrow, Mr Cole is expected to hear submissionsfrom the Master Builders Association.

CFMEU WA secretary Kevin Reynolds had been subpoenaed to appear tomorrow but his appearancehas been put back.

Mr Reynolds said before the commission began that he would not co-operate with Mr Cole,other than as required by law.

But he said last week that he was keen to get into the stand after listening to twoweeks of adverse evidence about his union.

The federal government says Australian ambassador to the United States, MICHAEL THAWLEY,
will reinforce to the BUSH administration national concerns about the Kyoto Protocol.

Industry Minister NICK MINCHIN agrees with Environment Minister ROBERT HILL that the
Kyoto Protocol on climate change is unlikely to be ratified without the support of the
US.

But he says the Australian government is firm in its stance on curbing greenhouse gas
emissions and will continue talks with the US to resolve the world stalemate.

Last week US President GEORGE BUSH indicated he would not ratify the protocol as it stood.

Some key concerns to Australia are the engagement of developing countries in the protocol
and the role of so-called sinks -- the planting of trees to offset carbon emissions.

Senator MINCHIN made the comments after announcing $1 million in federal funding for
five world programs to cut emissions in developing countries.

The New South Wales Industrial Relations Commission has made a scathing attack on 125
bus drivers from Sydney's west who walked off the job this morning leaving some areas
without public transport.

Commissioner FRANCIS MARKS says the drivers from Westbus' Northmead depot took strike
action for no apparent reason.

He took the unusual step of ordering the transcript from today's commission proceedings
to be issued to all media outlets so the travelling public would be made aware.

More than 125 Westbus bus drivers from the depot voted to walk off the job indefinitely
today angry over the company's decision to change rosters.

The services affected by the stoppage include, The Hills district and the Westmead
Children's Hospital, areas which have buses as the only public transport option.

The Transport Workers Union says drivers would lose 15 per cent of their income under
the roster changes.

And TWU spokesman WAYNE FORNO is critical of the company's lack of consultation before
making the changes, which are to take effect from next Monday.

The parties are to return to the commission tomorrow for private talks.

ADELAIDE, Aug 21 AAP - Australian Federal Police have defended the issue of a search
warrant for a house north east of Adelaide yesterday, following suggestions the warrant had
been made for the wrong address.

Police raided the house of Clearview resident Ron Reiman about 8am yesterday, seizing 20
guns and computer equipment.

They would not reveal the purposes of the search.

However an AFP statement said media reports had incorrectly reported the nature of the
search and that the search had occurred on the wrong premises.

"The AFP wishes to qualify the position and state that the Search Warrant was legally
issued, was lawfully executed on the correct premises and that material relevant to the
investigation was seized and removed from the premises," the statement said.

"The AFP wishes to reiterate that the investigation is continuing and is therefore obliged
to restrict the amount of information it can reveal about its operational activity."

Following the search, a South Australian policeman was badly burnt when a distraction
device exploded in his jacket.

CANBERRA, April 1 AAP - Prime Minister John Howard hopes his meetings today with Vietnamese
leader Phan Van Khai will forge closer ties between Australia and Vietnam.

But members of Australia's 140,000-strong Vietnamese community plan to mark the visit with
demonstrations outside Parliament House, where Mr Khai will be feted at an official luncheon.

Mr Howard said this week he was looking forward to the visit as a chance to explore new
areas for growth and cooperation between the two countries.

"Mr Khai's visit is an opportunity to discuss issues of common interest to our countries,"
Mr Howard said.

"We are both members of APEC. We both have an interest in the earliest recovery of Asian
economies and, for that reason, in economic reform and improved financial sector management in
our region."

The visit is the first to Australia by a senior Vietnamese official since 1995 when Mr
Howard, who was then opposition leader, snubbed visiting Vietnamese Communist party chief Mr
Do Muoi.

Both Mr Howard and his foreign affairs spokesman and now minister Alexander Downer, refused
to attend a lunch for Mr Do Muoi.

Mr Downer held private talks, but later became embroiled in a row after the Vietnamese
delegation disputed his claim that he had used the talks to raise human rights concerns.

Shortly after the change of government another row erupted when Mr Downer tried to cancel
aid funding for the Mekong Bridge - Australia's single biggest aid project.

However relations have improved in recent months, partly due to economic reforms in Vietnam
which have dramatically expanded trade between the two countries, and Vietnam's success, along
with Australia, in avoiding the Asian economic crisis.

CANBERRA, Dec 11 AAP - Australias borrowing habits remained relatively stable in October
with a slight drop in housing finance offset by a moderate rise in the level of personal
loans.

The Australian Bureau of Statistics said its trend estimates for lending to people buying a
home to live in dropped 0.8 percentage points in October to $4.49 billion, from $4.526 billion
the previous month.

But personal finance lending was up by 0.9 percentage points to $3.561 billion in October
from $3.531 billion in September.

The trend estimate for commercial finance remained relatively unchanged at $14.445 billion
in October.

The ABS said fixed commercial lending commitments dropped by 1.1 per cent while revolving
credit commitments increased by the same amount.

MELBOURNE, April 27 AAP - A father swan in Melbourne who tried to keep his unhatched
chick alive after his mate was cruelly killed has found new love with an inner-city divorcee.

The faithful black swan had warmed the nest of his unhatched egg for three weeks after
his mate was struck and killed by rocks allegedly thrown by a group of teenagers.

The mother swan had been sitting on the egg for one week at a park in Moonee Ponds,
Melbourne's west, when she died.

The father vigilantly took over the nesting duties, until Tuesday night, when a pair
of black swans from inner city Albert Park came flying in.

Locals saw him leave the nest, first to defend his territory, then to fight off the
other male and win the heart of the visiting female.

"That probably left him leaving the egg a little longer than he should have, unfortunately,"

Moonee Valley Council conservation officer David Hope told reporters.

He said the swan had to defend his territory, because if he had lost it, he would have
had nowhere to raise his cygnet. He had nothing but praise for the swan's devotion to
his nesting duties.

"He was juggling it so fantastically, I was about to put him up for father of the year
and then this happens," Mr Hope said.

On Wednesday morning, the father was trying both to court his new love and look after his egg.

"He was torn between two worlds - the new female, the egg. He had a lot going on," Mr Hope said.

Mr Hope rescued the egg and took it to Melbourne Zoo, where native bird experts checked
it and found it had become chilled and would never hatch.

Despite the sad ending, he said, a new chapter of this swan lake story would now begin
with the father "strutting his stuff" with his new bird, who was part of a tracking program
at inner-city Albert Park.

"She's a recent divorcee, believe it or not. They check them regularly and just recently
she broke up with her partner, only a couple of weeks ago."

As to how the swan managed to outdo his competitor to win her heart, Mr Hope said it
was probably sheer power and size, but then again, it could have been his fatherly devotion.

"She's probably been reading the papers and hearing about how good a father he is."

Locals watching the fate of the widowed swan and his egg would be saddened by the loss
of the cygnet, but pleased to see the new romance.

"Certainly they're rapt to see two swans back in the lake again, and to have that back
is going to be very important for the healing process for the community, because you know
there's going to be a happy ending, with new cygnets on the way, hopefully."

Four youths have been interviewed by police over the death of the mother swan and are
expected to be charged on summons.

AFL:Knights "wants to coach again"

MELBOURNE, Aug 30 AAP - Dumped Essendon coach Matthew Knights has expressed his disappointment
at being axed but his manager insists he wants to continue coaching.

Knights, whose contract was terminated by the Bombers board on Sunday, spoke briefly
on Monday, saying he would take the next few days to consider his immediate future.

He was sacked after the 14th-placed Bombers won just two of their last 12 games.

Essendon have agreed to pay out the remaining two years of his contract at a cost of $800,000.

"I'm obviously disappointed but we'll look at things as the week goes on and at some
stage I'll come out and speak to the media," Knights said.

"I'll do that in due course but I certainly won't be rushing the situation - I don't
feel there's any real need to do that under the circumstances."

Knight's manager Dan Richardson said Knights was keen to coach again despite being
dumped midway through a contract.

"My feeling is that he will still want to stay in the industry and want to coach,"

Richardson said.

He said Knights originally felt "anger and a little bit of bitterness".

"But he's a strong person, Matthew, and I think he will get through that and be better for it."

Richardson said Knights knew he was under pressure but his sacking on Sunday still
came as a shock.

"You'd have to be silly not to realise there was certainly going to be some pressure
come the end of the year and he was well aware of that," Richardson told Fairfax Radio.

"I think to some degree though it was unexpected.

"I think from what he had been told by some players and people around the club that
he might be able to get through.

"The problem was from day one from the start of this year that I don't think anyone
came out strongly enough from the club and said that we can guarantee that he will be
coach next year.

"I guess that opened the door for the events to take place the way they did."

The early favourites to replace Knights as Essendon coach are former Port Adelaide
premiership mentor Mark Williams and current Bombers assistant Alan Richardson.

Essendon's most recent premiership captain James Hird has again ruled himself out of
the race, although he is certain to be courted by Bombers officials.

Hawthorn coach Alistair Clarkson was sympathetic about Knights' situation, saying it
highlighted the "terrible" part of AFL football.

"It's a tough, tough circumstance and every club at some point of time goes through
it," Clarkson said.

"Our club went through it five or six years ago with the departing of Schwabby (former
coach Peter Schwab), who was a decorated son.

"Essendon will work their way through it as best they can I suppose and the same with
Knighta too.

"It's the terrible part of AFL footy unfortunately."

An intensive care unit doctor says Australian hospitals have coped with the swine flu
.. but only just.

Sydney-based Dr IAN SEPPELT says at the peak of last winter's outbreak .. the system
was stretched almost to the point of turning people away.

He says swine flu accounted for up to 20 per cent of all patients in the nation's major
intensive care units.

Officials say 191 deaths were recorded in Australia .. that are formally attributed
to the swine flu since the nation's first case was detected on May 9 in 2009.

Authorities have been criticised for not identifying neighbourhood safer places sooner.

But Victorian Premier John Brumby said it was a complex process that had to be done properly.

"I've said before that the worst possible thing that the CFA could do is say `here's
a safer place' and it's not actually safe," Mr Brumby told reporters on Tuesday.

"So they've gone through a rigorous program testing those places.

"We've always said that there will be some places in the state just because of the
nature of their geography ... where you can't responsibly identify a neighbourhood safer
place."

NSW: Bus drivers threaten strikes over 'spy cameras'

The New South Wales government says it has no plans to remove CCTV cameras from the
state's buses .. even though drivers are angry about the cameras being used to spy on
them.

A spokeswoman for transport minister DAVID CAMPBELL says many drivers really like them
.. as do passengers .. because it makes them feel safe.

And acting premier CARMEL TEBBUTT says the cameras aren't about keeping an eye on drivers
.. but about passenger and driver safety.

But the Rail .. Tram and Bus Union says management is using footage taken from the
six to nine cameras on each State Transit Bus to question the ability of drivers rather
than deal with safety issues.

The union's calling on the state government to remove the one camera on each bus that's
turned on the driver.

RTBU spokesman RAUL BAONZA says the government's using the cameras to discipline drivers
when they pull out of bus lanes or have to stop suddenly.

He says bus drivers are leaving the job as a result.
