Vic: 104 neighbourhood safer places identified = 3

Authorities have been criticised for not identifying neighbourhood safer places sooner.

But Victorian Premier John Brumby said it was a complex process that had to be done properly.

"I've said before that the worst possible thing that the CFA could do is say `here's
a safer place' and it's not actually safe," Mr Brumby told reporters on Tuesday.

"So they've gone through a rigorous program testing those places.

"We've always said that there will be some places in the state just because of the
nature of their geography ... where you can't responsibly identify a neighbourhood safer
place."
